Sheikh Hamoud Mubarak Al-Hamoud Al-Sabah, Chairman of the General Civil Aviation Authority (GCAA), affirmed that the issuance of Decree-Law No. (2025/85) concerning the new Civil Aviation Authority Law represents a historic and pivotal milestone in developing Kuwait's civil aviation sector.
In statements to Kuwait News Agency (KUNA) on Sunday following the decree's publication in the Official Gazette (Al-Kuwait Al-Youm), Sheikh Hamoud stated that the law fully complies with international standards set by the International Civil Aviation Organization (ICAO) and relevant regional bodies. The law establishes the GCAA as the successor to the former General Department of Civil Aviation.
He noted this legislation comes 65 years after the issuance of Law No. (1960/20) and Decree No. (1960/27) which regulated Kuwait's air navigation and aircraft accident investigations systems during that era.
The GCAA Chairman emphasized the new law will:
Enhance sector autonomy
Adopt global best practices in aviation regulation/management
Strengthen Kuwait's commitment to safety, efficiency, and sustainability
Support Kuwait International Airport's modernization
Align with national visions for non-oil revenue diversification
