The Cabinet determines the rights of those whose nationalities have been withdrawn, in accordance with Article (4/13)..
The Cabinet decided the following regarding those whose citizenship was withdrawn based on the text of Article (4/13), as well as those who acquired citizenship by dependency (Article Eight - Distinguished Deeds - 65 Census - Children of Kuwaiti Women), according to the names included in the lists prepared by the Supreme Committee for Kuwaiti Citizenship Investigation: First: Rights and privileges established 1. Granting a grace period to amend legal statuses The aforementioned categories are granted a grace period to amend their legal status in the country, while allowing them to use Kuwaiti passports and visit the embassies of the countries to which they belong, in order to prove their seriousness in amending their status, for a period of four months from the date of publication of the decree withdrawing citizenship in the Official Gazette. The Minister of Interior may extend this grace period for those whose citizenship was withdrawn in accordance with Article (4/13) when necessary, provided that they continue to enjoy the benefits during the remaining period of the specified year. 2. Continue working They may continue to work in government agencies, government companies, or military entities in accordance with the regulations set by the Civil Service Bureau, and under special contracts issued by the relevant authorities, without being allowed to assume leadership or supervisory positions. 3. The right to education They continue to enjoy the same right to education they had before their citizenship was revoked, including: Enrollment in all educational stages (kindergarten, primary, intermediate, secondary). Continuing the undergraduate or postgraduate studies they had begun before withdrawing. Continuing with the internal or external missions they had obtained before the withdrawal. 4. Employment support The disbursement of employment support will continue for those who were entitled to it at the time of publication of the withdrawal decree in the Official Gazette, in accordance with the regulations set by the Board of Directors of the Public Authority for Manpower. 5. Private housing Private residence owned before the issuance of the citizenship withdrawal decree may be retained, but ownership of another residence after the withdrawal is not permitted. 6. State-owned private property The right to benefit from private state property (chalets, farms, agricultural, industrial and commercial plots, etc.) continues under the same provisions established for Kuwaitis. 7. Real Estate and Investments It is permissible to continue to own commercial, investment, industrial, and vacant land that was privately owned before the withdrawal, in accordance with the provisions applicable to Kuwaitis. 8. Domestic workers and vehicles The right to sponsor domestic workers continues in accordance with the established regulations, as does the right to own vehicles and marine units in accordance with the applicable regulations. 9. Business and professional activities Owners of professional offices and companies may continue to conduct their existing activities without increasing the percentage of ownership or establishing new companies. 10. Dealing in securities The right to deal in securities of all kinds, and to open trading, buying and selling accounts on the stock exchange, continues, in accordance with the laws regulating the Capital Markets Authority. 11. Banking Services Bank accounts may be opened and existing accounts maintained, and banking and financing services may be provided in accordance with the regulations of the Central Bank of Kuwait. 12. Healthcare They continue to receive healthcare services and medication at government facilities with exemption from fees, except for the fees imposed on citizens. 13. Private healthcare facilities Owners of health facilities and workers in medical and support professions may continue to practice their work and renew their licenses. 14. Accommodation and Health Fitness This category and their first-degree relatives are exempt from the health fitness requirement for obtaining residency according to the regulatory decisions. 15. Work permits for doctors Doctors will continue to be allowed to renew permits granted to them to work outside of official working hours. 16. Private clinics Physicians are only permitted to issue and renew licenses for private clinics, and not for other health facilities. 17. Health insurance They continue to enjoy the benefits stipulated in the Health Insurance and Guarantee Law, in accordance with the regulations of the Ministry of Health. 18. Housing and residential care The vouchers or housing granted before the withdrawal of citizenship shall continue to be retained according to the following regulations: A – For men: Whoever completes the construction of the housing unit and receives the credit bank payments continues to own it while adhering to the payment obligation. Whoever obtains a building permit and begins construction will complete the loan according to the established rules. Whoever obtains a building permit and does not begin construction shall retain the land and undertake to build on it within three years from the date of publication of the decree. B - Government housing (house/apartment): The right to use the housing continues as long as the outstanding installments are paid. Alternative housing documents may be issued in accordance with the regulations of the Public Authority for Housing Welfare. C - For women: Involving them in ownership documents in accordance with the regulations. Continued use of government-rented housing in accordance with regulations. The existing applications will continue in accordance with Article (2/7) of the regulations. D - The Kuwaiti mother with her children: Continued use of rented housing. Existing and future housing applications will continue in accordance with regulations. Issuing documents in the name of the mother or her heirs, as applicable. 19. Social assistance Social assistance will continue to be disbursed in accordance with Law No. (12) of 2011, as well as services for the elderly in accordance with the applicable regulations. 20. Supporting people with disabilities Educational support for people with disabilities continues to be disbursed in accordance with Law No. (8) of 2010. 21. Small and medium enterprises Repayment of existing loans and obligations will continue, and incentives will continue to be available without taking out new loans. 22. Pensions Pension payments are disbursed to the heirs of eligible beneficiaries in accordance with Article (104) of the Social Insurance Law and according to the approved regulations. Second: Previous decisions All previous Cabinet decisions in this regard, and in particular decisions numbered: (1643) of 2024 and its amendments (20) of 2025 and its amendments (426) of 2025 and its amendments (863) of 2025 and its amendments Unless it conflicts with the provisions of this decision. Third: Suspension of benefits The benefits stipulated will be immediately suspended in the following cases: Issuance of a final judgment in a felony or a crime involving moral turpitude, dishonesty, crimes against state security, or offenses against God or the Emir. Disruption of security, public order, or public morals. Failure to complete the procedures for amending legal status or failure to obtain an approved residence document within one year from the date of publication of the withdrawal decree. Fourth: Civil ID card If the legal status is amended and the required documents are obtained, a civil ID card bearing the name (Kuwaiti/Kuwaiti Transaction) is issued in accordance with the regulations set by the Supreme Committee for Kuwaiti Citizenship and the competent authorities.
