Gulf foreign ministers urge terrorist designation for Houthis, press Iran over attacks

Gulf Cooperation Council foreign ministers have called for the Houthi movement to be designated a terrorist group and for an end to the support that allows it to acquire missiles and drones. They also demanded that Iran halt its attacks on countries in the region and pay compensation for the damage caused.

Meeting in Manama on Sunday for the 168th session of the GCC Ministerial Council, the ministers insisted that Gulf states be included in any negotiations or arrangements affecting their security. They said any understanding with Tehran must cover its nuclear and missile programmes, its drones and its backing of regional proxies. They also expressed support for diplomatic efforts to de-escalate tensions.

The closing statement condemned continuing Houthi attacks on Saudi Arabia, including strikes targeting the two holy mosques and their surroundings, civilian airports and vital facilities. It declared full Gulf solidarity with the kingdom and said an attack on any member state constitutes an attack on all, under the joint defence agreement.

The council held Iran fully responsible for attacks on Gulf states and Jordan. It called for Tehran to make reparations in line with Human Rights Council resolution 61/1 of 2026. The ministers stressed the need to protect navigation through the Strait of Hormuz, the Red Sea and Bab el-Mandeb. They demanded that conditions in Hormuz return to where they stood before February 28.

At the ninth ministerial meeting of the GCC-Russia strategic dialogue, the ministers and Russian Foreign Minister Sergei Lavrov emphasised diplomatic solutions to the region's crises. Lavrov said Gulf states should have the decisive say in regional security arrangements.

On the ground, six Saudi citizens were injured when a Houthi projectile struck a residential site in Najran. The Saudi-led coalition said it destroyed two ballistic missiles fired towards Khamis Mushait and three drones targeting the Riyadh and Eastern regions.
