The UN Security Council unanimously adopted Resolution 2786 (2025) on Monday evening during its session on the Middle East situation, extending the mandate of the United Nations Mission to Support the Hudaydah Agreement (UNMHA) in Yemen until 28 January 2026.
The resolution reaffirmed UNMHA's vital role in maintaining fragile stability amid signs of renewed military escalation and deepening humanitarian needs in Yemen. The Council reiterated its support for the 2018 Stockholm Agreement between the Yemeni government and Houthis (Ansar Allah) concerning Hudaydah city and its ports (Hudaydah, Salif, and Ras Issa), urging all parties to work cooperatively toward full implementation.
The Council emphasized the need for unhindered UNMHA patrols and noted that evolving dynamics in Hudaydah, Yemen, and the broader region—as well as the international context—could create opportunities for greater efficiency, structural cohesion, and coordination among UN missions in Yemen.
Additionally, the Council requested UN Secretary-General António Guterres to submit an additional review of UNMHA by 28 November 2025 to enhance mission efficiency and inter-mission coordination. It also expressed intent to assess all options for UNMHA's mandate, including potential mission termination or adjustments to improve cost-effectiveness.
Background: UNMHA was established in 2019 to support the implementation of the Stockholm Agreement between the Yemeni government and Houthis (Ansar Allah). The mission monitors the ceasefire, facilitates troop redeployment, and supports de-escalation through liaison mechanisms between the parties.
